
Technically it is 99, but because the experience needed around level 30 starts to get so insane that it's next to impossible to get anywhere CLOSE to level 99. The sequel does not have a fixed level cap, but due to the way the experience required to level up is calculated, leveling up slows down dramatically the higher the player character goes. The very first Fallout game has a fixed character level limit of 21, which is generally difficult to achieve under normal circumstances. The console version, however, allows the player character to reach level 30 without even continuing the main quest line the moment they exit the vault.
